- Limited Distribution -

To Prequalified CSOs Only

Dear Respectful CSOs,

The HR/IHL Secretariat is releasing its first Call for Proposals under the Core Funding Grants to prequalified Palestinian and Israeli CSOs operating in the oPt. CSOs in receipt of this solicitation are invited to submit full proposals, using the full proposal package (proposal form, capacity development plan, detailed budget, and supporting documents/attachments), in accordance with the information, criteria and guidelines defined in the attached call. Please use attached forms. Applicant CSOs are requested to submit all proposal documents in English.

The deadline for proposal submission is 2 February 2014, 16:00, Jerusalem Time.

The Secretariat will hold a series of pre-submission workshops for applicant CSOs, in order to provide interested CSOs the opportunity to discuss the call for proposals, answer related questions and concerns prior to the development and submission of their full proposal documents. These workshops will also serve to launch the Secretariat Strategy, Results Framework and Fund Management Manual (see attached), in their final shape, as key documents that will guide the work of the Secretariat throughout its life.

The pre-submission workshops will be held in Ramallah, Jerusalem and Gaza, per the following schedule:

Organizations may send a maximum of three representatives to one of the above workshops. CSOs are encouraged to nominate staff working on core and strategic programmes, especially those who will be responsible for developing the proposal, and/or planning and implementing the proposed set of activities, in addition to staff responsible for monitoring and evaluation. Your early communication to the Secretariat of your nominations is highly appreciated. Kindly confirm receiving the full package and your participation by replying to this email, no later than Sunday 5 January 2014.

Looking forward to working with you towards realizing the rights of the Palestinian people, and to ultimately contributing to ending the Israeli occupation of the oPt and establishing an independent, democratic Palestinian state in which human rights are respected.

Best Regards,

Dr. Mustafa Mari
