Mission and Objectives

The overall objective of the programme is to contribute to the effective realization of adherence to human rights and international humanitarian law in the occupied Palestinian territory and to influence the behavior of the relevant duty bearers, including Israel, the Palestinian Authority and the de facto government in Gaza, to that end through civil society organizations supported by a consortium of donor countries.

The Human Rights and International Humanitarian Law Secretariat is set up by the Managing Partners (the Institute of Law -Birzeit University and NIRAS) to support Palestinian and Israeli organizations that can convincingly show that they have the competence and capacity to contribute to real and sustainable change within the areas of the fund, applying human rights-based approaches in their work within the areas of the fund, applying human rights-based approaches in their work within the framework with relevant, realistic and measurable objectives.

This approach is complemented by the availability of short-term and limited project funding – granted together with capacity development support – to keep open the possibility for new Palestinian or/and Israeli organizations to become operations in the occupied Palestinian territory so that the sector remains dynamic with relevant actors for change.  A component of policy dialogue is also included in the programme aiming at facilitating dialogue and networking between the organisations, the donors and other stakeholders in Palestinian society.
